Joint Council for Cosmetic Practitioners (JCCP) receives annual renewal from Professional Standards Authority (PSA)

The Joint Council for Cosmetic Practitioners (JCCP) was established and launched formally at the House of Peers in February, 2018 following an extensive stakeholder consultation process undertaken by Health Education England (HEE) in accordance with the recommendations outlined in the Keogh Review (2013) on non-surgical treatments in England. The HEE standards were transferred to the JCCP by HEE in June, 2018. One of the key recommendations included in the 2015 HEE Report called for the established of statutory regulation for the sector and for the immediate creation of a voluntary register. The JCCP’s fulfils such a function. 

The JCCP is a ‘not for profit’ UK charitable body charged with the responsibility of voluntary ‘self-regulation’ of the non-surgical aesthetic sector in the four UK countries. The Mission Statement for the JCCP and its values are set out below: 

‘The Joint Council for Cosmetic Practitioners (JCCP) is a Professional Standards Authority (PSA) Accredited Register of the non-surgical aesthetic industry in England and provides an informed and legitimate point of access for the public seeking information about this area of practice and where appropriate for raising concerns about practitioners. The JCCP places public protection and patient safety as the focus of its activities’. 

The PSA oversees the work of nine statutory bodies that regulate health professionals in the UK and social workers in England. It also sets standards for organisations holding voluntary registers for people in unregulated health and care occupations and accredits those organisations that meet its standards. The PSA is an independent body, accountable to the UK Parliament. 

Obtaining approval from the PSA for the JCCP Practitioner Register is a complex task and requires annual renewal. The JCCP and the PSA are delighted to announce that the JCCP annual renewal process for 2019 has been successfully completed. No conditions or requirements were set down by the PSA and all previous ‘learning points’ were found to have been met. The JCCP was accordingly found to have met all of the PSA requisite Standards.

The PSA Annual Review Report reported on JCCP activity in the following areas: 

• The work of the JCCP Stakeholder Council - working in partnership with key stakeholders in the non-surgical and hair restoration sector and in particular noted the work that the Council has undertaken with the parliamentary Under Secretary of State for Health and Social Care, the JCCP Memoranda of Understanding’ signed with the GMC, NMC, GDC, GPhC, RPS and the Advertising Standards Authority (the ASA) and joint working with regard to public safety issues and standards with the CPSA, CQC and MHRA and local Environmental Health officers. 

• Raising public awareness of the risks involved in non-surgical and hair restoration procedures and the involvement of patient representatives in the governance of the JCCP. 

• The continuing development and implementation of standards for the sector and encouraged the JCCP to broaden the framework to look at new and emerging ‘orphan’ or ‘adjunct’ treatments. 

• The introduction of new ‘Fast Track Assessment’ processes and centres for existing practitioners. 

Professor David Sines CBE – Executive Chair of the JCCP said, "The JCCP is delighted to receive confirmation of renewal of its annual approval from the PSA for its Practitioner Register as it strives to promote and develop standards and best practice across the whole of the non-surgical and hair restoration surgery sector and to promote and publicise the same to the public. The JCCP’s primary purpose is to raise public awareness and improve patient safety in an ever increasing and complex sector and is grateful to all of its supporters and stakeholders who have over the last year contributed to the co-design and successful implementation of the Council." 

Christine Braithwaite, Director of Standards & Policy said: "We are pleased that the JCCP continues to meet our demanding standards and has successfully passed its annual accreditation assessment. We commend its work to help protect those seeking to use the services of cosmetic practitioners, and its partnership work with key stakeholder groups to achieve this",
