After almost a decade at the helm, Professor David Sines CBE has announced he will step down as Independent Executive Chair of the Joint Council for Cosmetic Practitioners (JCCP) when his second term ends in February 2026.
Having worked closely with parliamentarians, government officials, statutory professional regulators and countless stakeholders, he has been instrumental in co-designing a new regulatory and licensing framework for the UK’s aesthetic sector.
Professor Sines reflected on his tenure:
“It has been a great honour to lead the Joint Council for Cosmetic Practitioners over the past decade. We have achieved a great deal and I believe we stand on the threshold of an important breakthrough with the development of a new regulation and licensing scheme for the non-surgical cosmetic sector in the UK. This will be a major step towards improved patient safety and public protection and I pay warm tribute to all those many colleagues who have made this possible.”
“I am a great believer in public protection and I believe that after two lengthy terms as Executive Chair and Registrar it is the right time to hand over the leadership of the JCCP. When the new regulation and licensing scheme comes into effect the JCCP will enter a new era and its role will undoubtedly develop significantly. This is the perfect moment for new leadership.”

David’s legacy is greatly valued by everyone in the aesthetics sector and will have a long lasting impact on the future regulatory landscape in the UK.”

About Professor David Sines CBE
Professor Sines leaves behind a distinguished record. He first joined the JCCP as Founding Independent Executive Chair and Registrar in January 2016, following a two-year role with Health Education England (HEE) where he led the national review of education and training standards for the non-surgical sector.
His wider career spans academia and public service: he is Emeritus Professor and strategic adviser on healthcare workforce transformation at Buckinghamshire New University, where he once served as Pro Vice Chancellor and Executive Dean, and previously held roles including Executive Dean at the London South Bank University, Head of the School of Health Sciences at the University of Ulster, and Director-level positions across various NHS Trusts.
Professor Sines has a PhD in Social Policy (University of Southampton, 1993), and throughout his career has occupied several Secretary of State appointments, including with the now-defunct UK Central Council for Nursing, Midwifery and Health Visiting (UKCC) and Nursing and Midwifery Council (NMC). He held governance roles at multiple NHS Foundation Trusts and, in recognition of his contribution to healthcare, was awarded a CBE in the 2010 Queen’s Birthday Honours.
As the JCCP prepares for a new chapter under fresh leadership, the groundwork laid during Professor Sines’s tenure, particularly the regulatory and licensing framework, is poised to offer stronger safeguards for patients and raise the professionalism of the non-surgical aesthetic sector across the UK.
